Signal chain
Devices receive, validate and carry signals at short range. The first device to regain internet access forwards the latest state to the map.

Questions
No. Nearby relay uses Bluetooth and available peer-to-peer transports. Internet access at any point in the chain is enough for the carried packet to reach the map.
No. It is an auxiliary visibility and relay network. It does not replace 112, AFAD or local authorities, and it cannot guarantee delivery.
No. Location is processed when a permitted signal or regional earthquake-watch function needs it. Close Circle does not provide continuous tracking.
The newest valid signal is authoritative for one identity. A new state replaces the old one, and stopping a broadcast removes map visibility.
